Off shore of eastern Canada there is both oil and gas production price at $45 to $50, there could also be a lot found if they the producers were willing, the demand were high. Since two-thirds of the globe is covered by water, there is a lot of places that where never explored. They are able to drill 10km+ down and even deeper now. It is expensive, there are only a few rigs available that can do handle this type of production. If these Companies are willing to make just a little less profit, willing to take more risk, than there should be no problems.

In Canada the developments of this product along with sand is very expensive. Since so much is there, there is almost no problems in finding it. Canada can produce in an environmentally friendly way, we still need a lot of work to accomplish this task.
The second problem is the lack of skilled workers. All prospective projects need similar materials and resources, thus there is a shortage of everything and costs are totally out of control. Human nature as it and will always find a way if the incentives are there.
There were visits from Canadian producers and politicians to the U.S. Congress to get the product recognized and it took some time for even U.S. producers to recognize it as an asset on their books. Americans have assumed for a long time that oil sands are not worth developing and some of them have sold off their properties and now are getting back in once they realized that it is possible to produce and others paid for the development of production processes. It is still an on going process and given time it will become cleaner and more efficient method.
The first Canadian producer was originally for a long time just barely profitable, now it is doing quite well. Today, they still have occasional fires in the processing plants. Those guys where in it for a long time now and it is now worst than the fires in old refineries in the U.S.A.
